Hmm... Sometimes reading about something doesn't make it make more sense. Besides the use of tear gas (which, obviously, is fucked up) this mostly just seems like an administrative & logistical screwup. I hope this doesn't sound insensitive, but I've seen scenes like this at concerts and sports games and stuff. And, of course, protests/rallies/marches/etc.

And maybe I'm naive, but shouldn't common sense immigration reform be a bipartisan layup?
