Well, this is going to annoy a lot of 18 to 20 year olds, but I don't see it really changing things. Should it? I hate tobacco and vaping, but you're old enough to get drafted and go to war at 18, so shouldn't you be allowed to make a bad life choice? My first thought was that a total ban on all nicotine-based products would be better, but then I almost instantly realized how well alcohol and drug prohibition have worked in the past. It made things worse.
