When I first started reading this article I was initially surprised and impressed that West Virginia had such a progressive free-tablet program for their prisoners. It's sad to think such programs could be used as an excuse to shut down or defund libraries with actual books in them.
I volunteered packing books for people in prison tonight for Books Through Bars and found it incredibly touching and inspiring.
