I'm not sure the author is giving Obama enough credit for many things he did do. I also think some of the mono-causal explanations are too easily discredited. I think the author may mean to say that many people think along these lines -ie the rust belt died because of Wall Street. That is a more persuasive argument than actually stating that point.
