What the hell? I guess this makes sense on some level but can these owners claim damages to the government? Four tires is a lot of money to replace/fix. Especially if they are slashing them not just puncturing.

No way, this doesn’t make sense at all. The police can’t predict the intent of my car’s contents and claim it needed to be damaged in the name of public safety? If they really wanted to immobilise they cars they could use those chains they use on cars that have been wrongfully parked
